Just seen your edit . That's changing the whole front end ( headset ) not adding tribars to what's there . It looks a good route to go for someone wanting to do triathlon but would go well over budget and turn the bike into something you only use for training and events rather than rides with mates .
I would actually ask him what he would like for the bike for his Birthday to be honest . If he says pedals and goes for cheap ones get the Ultegra as they match .

He says he would like pedals. I have looked at the two mentioned in the thread and I am not sure which is best, so probably will go with your recommendation of the ultegra. What I have noticed is both have a choice between 4mm longer axle or standard axle. Do you or anyone else know which is the correct size axle I will need to buy for his bike?

Well both would fit , the problem is , you need to ride the bike to know if your foot rubs on the cranks . I would ask him what he needs . Get it wrong and its a big waste of money . He will be over the moon with those pedals though

Not really . The axle would take your foot 4mm further away from the crank . Good if you ride with your heels slightly in but as its designed as an aero bike 4mm each side is 8mm more of you into the wind .
To be honest I think you need to spoil the surprise and tell him what you intend to buy . Its quite a personal thing getting a bike right for racing and only he will know what he likes .
I guess you could buy the standard if you want to keep the surprise and he could swap them out if they are wrong ?
