If you have longer arms, do you get a longer stem on a smaller bike, or a shorter stem on a larger bike?

I thought I had long arms, but apparently I'm an "Average Joe" with an Ape index of 1.04

There's no right way to answer that. You could have the worlds longest arms and worlds shortest spine which would not put you on a larger frame
