4.4 Traffic Management
Most events will require some level of traffic
management to facilitate the safe passage of
the race. The measures implemented can vary
from the deployment of advance notice signs
before the event to implementing part or full road
closures as required. These measures are typically
used as a supplementary measure to support
the Police and NEG in controlling traffic around
the race route. Traffic management can be used
to restrict traffic from entering the race route.
In some scenarios, traffic management may be
used to maintain the flow of traffic around the
course rather than close it down completely. The
organisation should seek advice from the local
authority for guidance on local suppliers.
Aha - I thought you might be looking at a different document, but no! The BCF guide has two consecutive paragraphs both numbered 4.4. Professional or what?!

This is the paragraph just above your 4.4.

4.4 British Cycling Accredited Marshals
British Cycling accredited marshals using the
“Stop Event” sign have the power to legally stop
and hold traffic for short durations.
Accredited
marshals may be used in conjunction with the the
police and NEG. Please contact British Cycling for
further details.

Have a look into the BC accredited marshal scheme, accredited marshal's have the authority to close the road. :smile:

There appear to be two directly contradictory pieces of guidance from BC!

also, a bit of digging finds that the accredited marshall scheme was new last season and is being rolled out this.

A bit more digging and the race in question was being run for the first time after a 3 year gap, and used a " newly created Community Traffic Management Company to manage the race junctions."

It would appear that the unseen marshall made an error in letting a sportive buch through after the road closure ("If you are quick guys you can get through") and following sportive riders followed the first group through.
 
No sound here but the bloke in the stripy top reappear after waiting for a mate? So why wobble head on into the race :wacko:

at the risk of being devil's advocate here - so you're riding down the road minding your own business and suddenly a big pelaton rides out of a side road on the wrong side of the road without looking and seemingly you are the one being a cock.

A bit "my journey is more important than yours"

The road has been closed for them to do that... those "riding along minding their own business" have by-passed a road closed sign and ignored an accredited marshal with the authority to stop traffic!

The road quite clearly has NOT been closed in any practical sense. If there is a marshall standing behind the camera, why is he not actively stopping the riders
