Where can i get a cable tensioner in the uk?

I've seen these 4th hand tensioners sold in the states

They seem to work under the same principle as my Snap-on Wire strippers.
But i cant find any in the uk?
I would love one as its always a nightmare getting good tension when adjusting the cables on the rear de-railer.
Anyone seen anything similar? I'd prefer to buy in store, but will mail order as an absolute must, none of my tool reps have seen them.

?? the cable shouldn't be under tension.
 
It can make gears easier as well.

You use light tension to hold the cable in place as you adjust the cable.

I dont like smushing the cable holding it with pliers or grips, i just find it easier to setup gearing with the cable tight to start with rather than adjusting the tensioners at both ends, which gets a bit tedious.
