I find riders up in the Pennine hills are far more likely to say hi or wave than the weekend warriors trying to look like pros down on the Cheshire plain.
I seem to have a different personality when riding in the country as opposed to the city. Commuting, I avoid all eye contact, because, well, I hate people. In the country I'm on some kind of scenic traffic-free high and it seems everyone else is too, so I bow to the Gods of etiquette and put my bright and cheery face on.
I think the rule is "You are in control of your own behaviour and your responses to the behaviour of others. You are not in control of the behaviour of others nor their responses to you. Accept this and you will live a happier life."
