Who is the body to whom complaints should be made regarding the actions in London of a London based coach company? Are TfL the equivalent of the old regional traffic commissioners?

who licences / regulates the coach companies?

I would Guess VOSA (south East)? They will run an Operators Licence, i would direct the complaint there.

In the first instance, either the coach company itself, or - if the issue relates to a traffic incident - the police.

Actually, they are now called DVSA (Driver and Vehicle Standards Agency). DSA & VOSA where merged last summer. The contact numbers should however be the same.
