Having recently built a patio I think you'd be better off using ballast or hardcore. Subsidence, you see. Under a pond would be much better. And you could keep the pond topped up from the downpipe.
Yeah old lady bones are too brittle as hardcore

But you have to return whatever you cut to the legal owner.
TMN has the correct phrase. You have to offer it back to the owner, but he can decline your generous offer and it is then up to you to dispose of the cuttings.
Also, if you cut back over the boundary and the plant dies then it is your resonsibilty to replace it. If it dies when you cut back to the boundary then that is tough.
If you really want to p' off your neighbour then height rules only apply to evergreen bushes, so a beech hedge is OK as is bamboo (which can grow to 20ft) as that is a grass and not counted.
