It's a classic BBC thing that they feel they need to show "balance". In a political debate, this is fair enough, but it means that in a discussion about, say, science, they wheel on a nut job creationist to balance the rational, scientific view.
The "Alliance of British Drivers" appears to be the equivalent of this... a tiny pressure group with little evidence that they are representative of anybody. I wonder if the beeb tried to get one of the mainstream motoring organisations on board but couldn't, or felt that a nut job would make better TV?
