why are spectators holding wheels up in the air on the tour de France?

Can anyone let me know why quite a few spectators of the tour de France are holding a wheel above their heads? I'm getting right into it this year but cannot understand what the fans are doing by this? Cheers

They're team mechanics with spares in case of punctures on the cobbles.

They're team mechanics who are sent out ahead to sections of the course most likley to cause a puncture for the riders ... It's easy for the spare mechanics to wait at the side of the road, than it is for the team car to come through from the back, on rough narrow sections.
