Why is my back-wheel not rolling smoothly?

Sounds like the bearings &/or cones mate.
May be worth getting the axle apart to have a look

does it still happen hen the wheel is on the bike but not connected to the drivetrain? (so no chain)

Is this a new build? If so what's your chain line and tension like?

Not really. Just the normal wobbling as it hits the brakes.

thats a problem right there
