From what I've noticed most washers are adjusted to be effective when the car is in motion hence the rush of air makes the jet hit the windscreen. If the car is stopped at the lights it can send it high and over the top, so being hit is not necessarily someone being awkward!!!!!!!!!!!!!!!!!!!!!!!!!!
