Wetsuit gloves. Very warm, windproof, available in different thicknesses, very inexpensive.

You'll eventually get wet but unlike wet textile gloves you wont get cold.

Best gloves as far as comfort and looks are concerned are a cheap pair of these ^^^ I found years ago at Aldis. They're still hanging by a thread and I refuse to throw them away. However, mine are only good down to 'cold' and not 'effing cold'. I've seen similar neoprene ones in bike shops but they are £30+ and not as thick as the ones I've got. I must get another pair but I'll probably look to China for a pair and take a punt.

How waterproof do they need to be? Fully waterproof gloves require a genuinely waterproof membrane (e.g. Black Diamond Gore-Tex) and sealed seams. The latter is rare in cycling gloves, but they do exist.

What’s your budget?

No budget really. Why is everything so "Techy"? Tried some yesterday and couldn't even get the extra large on my hand. Weird.
 
I agree with the liner concept

I don;t use them because my winter gloves are too tight
but without them the gloves do get ratehr smelly as the interior gets wet from sweat as well as rain

the ones I have do keep my hands warm - but they basically get a bit wet and the warmth heats up the moisture which then keep the heat in

so I need to dry them out whenever they get wet VERY well

Gloves are weird for sizing, even more inconsistent than shoes. I have very large hands.

Mrs T bought me some XL gloves which I couldn't get on a few years ago - pricy Gore ones. Turns out Gore go to XXXXL or something.

Wearing with a liner glove helps getting on and off, and stops the thermal lining turning inside out, which is a very quick way to ruin very expensive gloves.

I always have problems with gloves for the opposite reason
my hands are quite small for a man
sometimes goves for women fit better!

(which is one reason that people have sometimes thought I am gay!)

I use lycra running gloves from sports direct as liner gloves

yep I was going to suggest the exact thing, in fact I think some cycle gear manufacturers are now making wetsuit style gloves as winter gloves for cycling, but of course charging double the price for them.

Rapha Gore-Tex Insulated waterproof gloves should fit the bill—if money were no object—thanks to a genuinely waterproof membrane and sealed seams. While I have no firsthand experience with these gloves (they’re too pricey for me), their Black Diamond certification means that Gore guarantees the waterproofing.

Q36.5 Anfibio gloves might be worth considering. RoadCC did a review of the Anfibio gloves, highlighting their unique pros and cons.
