They are chater lea hubs with the nipple on the out side for greasing. I got them on ebay. The chap I bought them from bought them just after the war. He had never used them.( the rims are clean as he had never glued the tyres to the rim .....,see last photo)

Although I suspect the OP's are maple rather than beech.

Constrictor tyres were designed not to be glued, rather pumping them up caused the tyre to tightly grip the rim, (hence "constrictor"), although a disaster in the event of a puncture.
