Would this be suitable to cut my steerer tube?

Best advice is measure twice and cut once.

I would like to repeat that tool is really not designed to cut steel, it may do it, but it is 100% not designed for that. It is designed for cutting copper tubing.

"Do not cut it until you are 100%, definitely, absolutely SURE you are happy with the stem height".

Cut it too short and then find the H/bars a little low, you will need a 'raiser/angled' stem.

When I say this, I mean "Have you ridden the bike for 12 months with the stem in a position that you 'would not change'"?
 
Wrap a sheet of paper around the tube - line up the overlap and you have a perfect 90 degree line. You can mark it out from this - I butt a piece of masking tape up to the paper to give me a line to cut to.
