I wondered why you asked that question but a quick Google enlightened me. In England you can claim your free travel pass when you reach the femal state pension age, which is 66 and 2 months for my age group, IIRC.
However, several people I know locally have got theirs at the age of 60. It would appear that local areas have some discretion as to the age at whcih they can be issued, or at least according to this:
