Unless the chain is on the short limit now, going from 25t to 28t will probably be OK without an extra (inch) link. Also see @roubaixtuesday 's sound advice (cross-post) ref wear. I would buy a chain as well so that if the old chain skips on the new cassette, I can take immediate remedial action.

The chain is brand new It was replaced last year and hasn’t been used since.

I will try 12-28 before anything else.
I don’t want to change the front chain rings.

Went out and did 2500ft of climbing yesterday on the 25t over Dukes Pass (popular hill climb here)

I managed pretty well on the 25t. Will try a few more hills before deciding.
