It's to raise revenue. It's generally paid by people who can afford it, penalizes polluters and can be reduced by those prepared to make choices in their lives.Unfortunately I haven't yet seen a good justification as to why motoring fuels have to cost so much.
Yes, it has. But the chunk taken by HMRC is still very large.
