If there isn't a white H painted on the road in that gap of double yellows, he can legit park there I think. And clearly he knows it. If there were a white H painted, then legally he can't. I only know this because I was going to pay for a dropped kerb and said white H outside my old house to enable motorbike access at all times; this was the information the council gave me.
At my former home, a street of victorian houses with on street parking, we all used to leave each other space for our vehicles. But new neighbour across the road, had a regular visitor who would park right in the middle of two parking spaces. Ignorant g*t. I became very pee'd off with it so printed off a notice, explaining what a knob he was and how irritating he was to the residents, then spray glued said notice on his windscreen, right in his line of sight.
Oh what chuckles we all had watching him trying to scrape it off.
