Thanks all.
I took the shorts out for a test ride yesterday and all was well with a complete absence of chafing. I also spotted another label inside the shorts which read " 30°C, no bio powder, no softener". I bought some Fairy non-bio powder and short-washed the shorts along with the top and socks I was wearing for the ride. The shorts and its pad dried quickly and seem fine.

Nope, if you need cream, you apply to your skin
Not necessarily, according to this review there is at least one that is applied to the pad

Why would you apply cream to soft spongy cloth? There's nothing to soften?
Obviously cream on the pad would soak into the skin, in the same way that there will be transfer of cream applied to skin onto the pad
