Plenty of people have been in Doctor Who several times. Capaldi was a Roman at Pompei before playing the Doctor, and Colin Baker was in his predecessor's firing squad. And that's quite apart from others playing many different supporting characters over the years.

Nardole's a more major character than those though, arguably major enough for it to be a bit odd.

Colin Baker's finest sci-fi moment, of course, was as Bayban the Butcher in Blake's 7.
