Any ebay experts ?

I have bought stuff off ebay before but only by bidding.

If the item has a buy it now price and make an offer option if you make an offer is it instantly accepted /rejected or do you have to wait untill the end time to find out?

I would like to put an offer on some wheels but dont want to wait several days not knowing if the offer is good or not. If I make an offer that isnt accepted straight away could I withdraw the offer if I spotted some more wheels in the mean time?

You make the offer and it is passed onto the seller. If they accept it the item is sold to you. If they don't you can make another offer or walk away.

i think you make an offer and then when the ebay seller see's the offer they accept or decline and if they accept you can complete the transaction then and the item is taken down

If you Make an Offer, the item ceases to be Buy Now and goes to Auction.... someone else can bid higher than your offer.... you may end up paying more than the original Buy Now price if you end up in a bidding war.

That is incorrect - when you make an offer on a buy it now or best offer basis, it Does not then turn into an auction were you can be outbid

the seller can't sell one item twice!

They have 48 hours to respond (less if the auction has less time remaining). Most will respond quite quickly.

Yes they can, but the buyer would not be aware of the other offers and therefore its not a bidding auction.

Its offers made by the buyer for the seller to consider. An auction bid is totally different to a buyitnow/bestoffer bid.

It does not turn into an auction. The buyer will either accept or decline your offer.
He will decline your offer for two reasons...
a) The offer is too low
b) Another buyer has offered more than you
If he declines it, then you can increase your offer if you want but be aware that you can only make 3 or 5 offers I can't remember which.

You can also qualify your offer if you want - e.g. say it must be accepted within 12 hours.
