According to https://embassies.net/united-kingdom/london
There are about 168 diplomatic missions based in the city of London, including Embassies, Consulates, High Commissions of various countries.

On cnn.com today https://www.cnn.com/2024/05/21/uk/us-embassy-london-congestion-fees-scli-intl/index.html
As of December 31, 2023, a total of 161 embassies, high commissions and consulates owed more than $182 million combined in unpaid congestion charge fees, according to TfL data.

and also
It [TfL] has also politely declared there to be a “stubborn minority” of embassies that do not pay the charge, despite “representations through diplomatic channels,” and posted a lengthy list of offenders.

Since when was 161 out of 168 a "minority"? Good luck getting that money.

Someone needs to tell them that most of them aren’t in the city of Londo.

Presumably because most of the 161 do eventually pay up. It's only a 'stubborn minority' that don't.
