I appreciate how my reply could have been read another way.

I'm really grateful for all the suggestions people are offering. As I mentioned earlier, I've only really been involved on the fringes of it, but it's got way beyond a joke now, and I think my replies show that they (my mam and sister) have tried most if not all of what would seem logical actions, but keep hitting brick walls and nonsense from the water board.

Use the same tatics against them. It seems commonsense hasn't worked so far.

Can you get a dye into the system, see if anyone else reports discoloured water?

Just write a recorded deliveryt letter to the chairman, writing the words chairmans complaint on both the outside of the envelope and the letter, address it to them by name at the head office. Anything else it seems is a waste of time and effort, even if you prove something who is going to take notice of you? not a call centre operator I doubt.

Copy and recorded to Ofwat as well, and let the chairman know you have done so.

Can you ask YW to review all accounts served from the same branch and state whether any have unusually low consumption? Could you ask for anonymised consumption readings to compare with your mum's? There might be a correspondingly low account that balances your mum's high readings.

I didn't get chance to put time aside to do it today, but I have the chairman's phone number and email, so I plan to ring him. It's only the last couple of days I've decided to try and move things on, after the last conversation with my mam meant it's almost back to square one, albeit now over different amounts as they have paid some back, as they agree (sort of) that they've cocked up.

An update.

The water board put a monitor on the meter that can detect flows down to filling a kettle and below. They've concluded that there's 'significant' flows at times when there's no use in my mams house. It's not continuous, as you'd get from a leak, but for example, at 3 o'clock one morning, their device measured a large flow to 'somewhere'. They've done similar to this before, and then denied the outcome.

They've denied any responsibility, but without calculating what the payments should have been, they've made a 'good will payment' (which as far as I can tell still doesn't cover what's been over paid) and cancelled any other charges until later in the year, where a regular revised rate has been offered.

The regular rate is still higher than other similar occupied metered properties pay, and there's still no indication that they'll look into where the water's going. The thing that annoys my mam, is that there's been no apology for the hassle and upset, in fact they still talk to her in a patronising way and as though it's them doing her a favour.

She's asked me to hang fire on ringing them, until they've had chance to follow this bit through.

Your Mum sounds like she does not like conflict, always nice people who are polite when being robbed.

Funnily enough, I'm just back from my mams, and part of the reason she's asked me to hang fire from getting involved is that she now sees this as a hobby and a challenge that she's more than up for. In a twisted way, she's quite enjoying playing with their ineptitude when she's not tackling things like The Times crossword.
