Strathclyde region (outwith the city of Glasgow) has done away with Traffic Wardens as part of their cost cutting measures. Any parking restrictions including double yellow lines are now meaningless, and it shows. The Police are already severely stretched, so parking offences are way down the list of priorities.
A few years back when I wore the Police uniform, I was standing on the footpath of a street in Greenock when along comes Mr Lazy in his car. Bumps the nearside wheels onto the pavement, right in front of me. This road has double yellow lines and triple yellow kerb markings, so no waiting or loading at any time. He jumps out of car, so I asked him what he was doing. "Just going to the cash machine mate" says he. "Well just get an extra £30 (as it was then) to pay for your parking ticket" says I. Of course in his mind I was the unreasonable one. As I pointed out to him, there is a free public car park within 50 yards, and if you chose to be lazy then there is a price to be paid. Couldn't believe how stupid he was, and that is far from an isolated incident. Some people just switch off their brains when they get in their car.
As for trying to convince shopkeepers and staff that enforcing the 30 minute waiting restrictions and asking them not to park there was in their own best interests; forget it. They didn't seem to realise that if the spaces outside the shops were filled by their own cars from 9am until 6pm, that passing trade would suffer because people had to find parking elsewhere (more than likely at the big Tesco, 4 miles away).
