Anyone know what these 2 holes on chainstay are?

After it was established that the mount points were for a kickstand, I was going to suggest a sidecar as a jokey answer never thinking that it could be a thing. I've been on the internet for longer that a lot of people have been alive. I'm disappointed in myself.

To be fair - I had no idea there was any such thing until I Googled to see if I could find a pic to accompany my joke response! Imagine my surprise etc...
