there are only about 2 bikes on there worth recovering! Should the Police really be wasting their time trying to find owners of cheap old worthless bikes?

There may be more to it than simply trying to return the goods to the people who lost them. Part of a larger find perhaps!
And its not just bikes by the way. Should the same apply?

A £50 bike which was the only mode of commute to a poor worker maybe be 'worth' a lot more than a £1,000 bike to a rich hobbyist.

What's worthless to you could be a lot of money to somebody else is they don't have much money.

Agreed, but not many of those bikes are worth £50. There are not many working people in UK/Ireland that couldn't afford to replace a £50 bike sooner or later.

Snob!

And do I think that the Police are wasting time trying to return stolen property? No, it's part of their role in society!

There is also the other side of the coin.....

Tracing the owner will allow the Police to find out where, when, and how the theft took place

This is information that can help identify trends and prevention

Most of them would be better than walking to work at 5am on a wet Monday morning maybe not the go cart but that`s not the point, if the police only recover what you think is a good bike then they are only working for the well off. Is that what you want.
