Less visible, as it reduces contrast, but either way, a light can't hold a candle to the sun's nuclear reaction.
While I'm not a scientist in any way, I'd contest that: a flashing 5w red light would not be sufficient to affect contrast simply because of the overweening power of the sun, the sun rules that one. What I said was that it might make you a fraction more visible - it is a light source that is out of the direct sunlight.
