The turbines don't turn because they have been locked into place as the vibrations and noise from them were greater than the designer anticipated and the residents complained.I am told this is nick-named the Philishave building. There are three wind turbines in those holes. Originally the building was intended to face into the prevailing wind, but for commercial reasons it was turned around, which may, or may not, be why I have never seen the turbines move.

I can see St George's Tower, Vauxhall from work. It too has a useless, greenwash turbine.
