Are mudguards "components" or "accessories"?

I find a filthy wet line of muck, crud and grease etc on my clothes a whole lot more aesthetically displeasing than mudguards.
I like mudguards even more now as they seem to really annoy the serious types. Going to start turning the bike upside down too when fettling/ cleaning etc. My evil knows no bounds Mwahahahahaha!.
