Are these forks bent?

I've just bought an Ammaco Monte Carlo off ebay for £10. I just wanted it for the 650A mudguards but the rest of the bike seems in remarkably good condition, apart from possibly the forks.
My first thought was that the bike had had a bump and the forks were bent back. However they still seem parallel and the front wheel is perfectly true.

It’s difficult to say, they either have a crease in them, or they are designed like that. How does it ride?

From the first picture they do look as if they are bent back. There is very little clearance between the mudguard and the down tube for a bike with relaxed angles. I would drop the fork out and check before trusting it on the road.

I'm beginning to think it's too good to break-up for parts. It's a bit small for me so I might anyway.
On the other hand I might just take the mudguards off and run it around as a pub bike, the bent forks don't seem to have affected the handling.

I'd worry about a face plant myself.
