The union flag should never be permitted to touch the ground.
Nor any flag, as its a mark of disrespect.
I worked as a caretaker at a hospital in Stockholm for a few years and had the job (mostly) of hoisting and lowering the flag on any given flag days.
The first time I did it, I almost caused a diplomatic incident. Being more concerned that the cord didn't just fall through the top loop to the ground (from about 15 metres), I hadn't noticed the flag dragging on the ground. Some senior hospital staff and a number of elderly patients saw this and were extremely upset. It was made even worse when they very soon after found out that I was English and not even Swedish!
