i believe it is illegal if its boarded by a solid white lane. And of course if they, or a car, pulls into the green box too.

It's a shame that the police don't seem to take bike theft more seriously because often it is done as a way to fund drugs and other more serious crimes. The trouble is if you steal a bike you're unlikely to get stopped or caught (as this and other videos have shown) and even if you do the punishment is not going to be significant. Bikes are also extremely easy to sell on or break up for parts.
