Look more to me as thought the cyclist pulled out in front of the police car without looking...

...and overtook a bus that was indicating to pull out (see Highway Code Rule 223).

It looked to me like the copper was trying squeeze past the bike at before the crossing, instead of waiting behind in the same lane the cyclist was already using.

and what's wrong with over taking the bus?

Buses, coaches and trams. Give priority to these vehicles when you can do so safely, especially when they signal to pull away from stops. Look out for people getting off a bus or tram and crossing the road.
Did he indicate to pull out around the bus, although you would expect a Police driver to have anticipated this.

The rider had, however, already committed to the overtake by the time the indicators changed from left to right. I think it might have been possible to slam on there, but that would probably be less than best quality riding. The overtake of the bus was fine, Phaeton.

Like others, I'm less convinced about the negotiation to the offside lane, and where the police car was and what it was doing, but I'm not sure there's enough to form an opinion here.

The police driver was slightly out of order for trying to squeeze past there, I think. A trained professional probably should have waited. I suppose the good thing was that they abandoned that overtake, but should have done it earlier.

He doesn't look in the video but you cant assume he hasn't looked before vid starts or that he pulls infront of the police car... Couldn't make out any of the conversation so didn't bother watching it through.

Its two lanes so the bus doesn't need to change lane to make progress - the police car is also guilty of doing the same :>

If you look at the video, the cyclist had no chance at all of being able to let the bus out. If he had braked, then he would have ended up parrallel with the bus which would have been unsafe. The cyclist had every right to overtake the bus and the police car was just being and impatient sausage. The police officer then felt it necessary to have a go at the cyclist which they shouldnt have done at all.

Panda Car drivers are some of the worst driven vehicles I've seen out on the road, not to be confused with their Traffic counterparts mind.
Interestingly I am currently in email dialogue with Nottinghamshire Police after observing one of their Panda cars going through a Speed Aware sign that flashed up 40MPH in a 30MPH area. They have eventually identified the driver & claimed he/she was only doing 32MPH at the time, they have not quantified how they know this & why the sign which shows the correct speed according to my speedometer showed 40MPH. I also asked that had the roles been reversed & I had been observed by a Traffic officer in a suitable equipped pursuit vehicle going through the sign at 40MPH, what would have been the likely outcome, I await their reply.

I take it by the title of the video, you reported it to policewitness? Don't bother, it's a load of crap and the police pretty much ignore their reports.
This looks like it was in London, in which case, report it to roadsafe. A much better scheme that is actually run by the police.

If we actually look at the road. We can see that it is two lanes. The bus when indicating is just indicating that is moving away in the same lane and not that it is pulling out into the next lane. As such the cyclist did nothing wrong by overtaking the bus in the other lane.

EVEN IF it was incorrect. What was the police car doing overtaking the bus as well?
