The rubber is thin and soft and you can push through it with your fingers.
I'd rather have the holes covered properly...I have balance issues. If I fall and one of those ends goes through my leg.....
The problem is, you could still have sharp edges. Ask your LBS for advice. Specialized ergo grips are very good and you can use any plugs

I have drop bars and the plugs fell out 2 years ago, never bothered to replace them.
Ride London 100 specifically stated in the entry rules that all bikes has to have bar plugs, but no one checked. I can't see bare ends as a big problem. There are plenty of other things to hurt you if you fall off.

I read recently of a lady who was out cycling with her son. She fell off her bike and the open ended handlebar went through her femoral artery.
She bled to death in front of her child.
While it's probably a rare occurrence, my Dyspraxia means I am more at risk of falling and I'd rather play it safe.

So why add anything else unnecessarliy?

I used to work with a guy who was knocked off his moped on his way to work one day.

The end of his bars punctured his inner thigh and left him disabled with a permanent limp.

Unfortunately for him he was the spitting image of Herr Flick off Allo Allo, so the limp finished off the resemblance perfectly.

If we're not careful we'll end up playing Top Trumps injuries.

Put cork or rubber stoppers in the ends, and replace grips.
