There's a hint in the article that bad publicity about cycling might be a factor but I suspect that's the writer of the article having a slight axe to grind (against Barclays, I mean).

Who will take on the Boris Bikes??

So you despise them both equally - can't say fairer than that.

Ken had his followers, even among the soft right, when I was in London in the 80s.

I think Londoners saw him at least as one of them, even if they didn't agree with all his policies.

He also didn't take himself too seriously.

The GLC banned goldfish in plastic bags at funfairs.

Ken was teased about that and responded by saying his next move would be to offer the fish free travel on the tube.

If I was mayor we could call them Lovélos. However people would need to adopt the word velo in regards to bikes in general discussions. If this isn't to be the case more people than normal would think I'm in my own world
