The roads and transport department of your local council would be the responsible body.
If they will not remove the barrier, they should remove the round blue 'cycle path' sign. It has to be one or the other, it can't be both!
You could also approach a local councillor for assistance, and point out the insanity of wasting public funds on a sign indicating a cycle path beside a barrier preventing cycle access. .
Is there a local cycle campaign group?
Errrr These horizontal wooden spars each side of the barrier look as if they might fall off if someone were to stumble against them as they stopped to take a drink from a water bottle![]()
Most of the barriers I see have indeed been placed between the fencing equivalent of some jelly and so are useless anyway....

Another ingeniously useless idea, the lowered section on the left slightly hidden by the undergrowth is for horses, motorcyclist and quadbikes to use to safely get through, the padlocked gate allows emergency access to all emergency vehicles as they carry keys to random chain and padlock combos. Cyclists get the handy A Frame to negotiate.....

This features the classic A Frame, a stepover, a sprung gate, and a locakble but currently wide open swing gate. Its amazing the thought process that goes into these lol
