Being a sail maker I get this all the time. For racing sails there are some very exacting criterea. My Danish collegues bring me the rules for making the sail. Expecting me to tell them what it means. I can always read all of the words but often have no idea what the sentence means.

I've no idea what it means but am better informed!
It sounds like me trying to put cream on the 1yo when I'm changing his nappy.

Simply put, the steady state shear viscosity at a given shear rate is equal to the dynamic viscosity at the same frequency:
h( \dot \gamma ) = h*(w) when \dot \gamma = w
