I'll give you the wealthiest nation in the world (it's capital is always Dublin) and I'd be happy with Nice but London is the biggest no-no of all, even if it is technically in Europe and boarding a plane would be required.

Seeing as two of your don't likes are two of my favourite cities ever (Amsterdam and Barcelona) I am not sure you want to take my advice but here goes...
I love Rome - the city is noisy, dirty and chaotic, but then you round a corner to see the Colosseum or another stunning piece of history or architecture, and then there is the food, and overall vibrancy of the place.
I haven't visited but I have heard reports that Madrid is a lovely city and people have said that Berlin is great (but probably still pretty cold in Feb / Mar). I like Munich, but again I remember it being pretty chilly until later in the Spring.
BTW - what is wrong with Barcelona? This is possibly my favourite city I have ever visited. Been there at least 10 times, and occasionally wistfully look at the property pages to see whether I could swap my house for a chic apartment there.

No, Amsterdam isn't a don't like, it's just that we did that for my 40th so looking for somewhere new(ish) really. Barcelona is a pick-pocket's paradise so we're giving that a miss for that reason, despite its other myriad pleasures.

Barcelona has a reputation which is at least partially justified. Las Ramblas isn't a place to be wandering around with your wallet hanging out of your back pocket. However, I have been many times, and never been robbed - probably because I keep cash and cards separate and don't use a wallet but put everything in inside pockets (or even your shoe if necessary). However, the city itself exceeds any concern about petty theft, if you are reasonably cautious you should be OK - I have found Paris and Amsterdam worse.*
* Maybe time for a confession - I recommended Barcelona once to a friend and his wife. Who got robbed twice, once on the Metro coming back from reporting the first theft. They didn't ask me for my recommendations a second time...
