If your after cheap then online, although I would see what your lbs has to offer as they nay give some advice on lube, failing that hellfrauds have deals every now and again on lube/bike stuff

They are all pretty cheap so a good excuse to scope out the attitude of cycle shops and check out helpfulness of staff etc.

dont make the mistake I made and buy a cheap chain breaker, it was rubbish, spend at least £15 on a half decent one.

Cheapest price may well equate with crap.

However, Wilkinsons stuff isn't too bad and they do all three things you mention.
