Surely the problem is not that someone is in 'your' space (bit dubious that one, unless you hold some kind of title deed) but that the landowner has failed to provide suitable bike parking facilities.
In the big scheme of things, those sort of things are only a drop in the ocean, cost-wise and can be set up for only a few hundred quid.
Mind you, I do understand. There is a guy on my usual train who now occupies the space where I used to put my folder.
Also, in our locker room there is one hook which is definately mine. When the room was built, there were some screw holes that had been drilled but never used. I sourced a suitable screw et voila - one hook. Now that I can lay claim to!!!!!
