Bikes Abandoned in Public - how long do they last?

There are a few bikes locked up around my town which mysteriously move every few months. I suspect they're thief-bait, and have a tracker inside them. They've been doing the rounds for several years now.

This is about 5 minutes walk from where I live. House has been vacant since the early 70s I think. Unfortunately even I think it's too far gone to save!

A little Evapo-Rust ,some tires, a saddle. Should be good as new. Looks like a dynohub?

It is dynohub. Knowing the way SA built their hubs, both hubs could probably be reused with a bit of TLC.

This Raleigh has been outside my block since August 2012. It's not even chained-up anymore.
