It's whatever suits you but IMO - yes.
I had a feeling that I had them too high and on my last build I had comments that my shifters were too low. It never hurts to ask a question, it's the answers that hurt. :laugh:

Rough attempt at this!! I've tried to draw a line along what I think will be the top of the hood. On my bike it would be closer to the horizontal red line. In fact the bike in the background looks a bit nearer to how I would set up. As I said - it's down to your personal preference. Perhaps see how it feels before your put the bar tape on?

So I decided to change the saddle from a Rival 143 to a Jett 130 which didn't help me with my hands being glued to the hoods, and then on an impulse (aka YouTube video) I bought a Selle SMP Extra and bingo! My hands are no longer stuck!
