At the risk of taking this too seriously, boredom is a state of mind rather than a state of having nothing to do.
In that respect it's a mental illness, or at least, a mental condition, and could be treated as such.
I suppose unlike other more recognised mental illnesses/conditions, boredom tends to pass fairly quickly of its own accord so doesn't require formal treatment.
