Just as well that you're not in control of the fine notices then OTT! Only the Corsa is preventing other traffic's flow as only it's exit isn't clear.

... more action should be taken against more people who wilfully ignore the letter and the spirit of the law.

TBF more of the CCTV operators need to learn what "stopped " means. if you are rolling slowly across as you can see the traffic moving anbd know it will be clear to exit then that Aids traffic flow. the offence isnt entering the box junction without a clear exit but stopping in it

Sorry but you are talking utter rubbish. The rule is "You MUST NOT enter the box until your exit road or lane is clear." Not your made up blocking rule.

Even if we apply your rule then surely the greenish car is blocking the path of the black Honda?
and the black Honda is blocking the path if the Corsa happened to be turning right?

The Black Renault is not blocking anyone but has not cleared the box so is in breach of the highway code rule.

I get my facts from the highway code. Where are you getting all your made up stuff from?

I am curious to know how the automatic cameras are activated... there may be situations where traffic is moving across the junction but if the camera was to take a photo, you couldn't tell the vehicles were moving?
When I was fined for my Box Junction incident, they sent me two photos timed at 30 second intervals showing my car in the box juction along with about 5 other cars and huge gridlock.
I just paid up as I was clearly sitting in a box junctyion, but I did feel very agrieved as there was no way of progressing through the junction without doing so.

I quite accept and am happy that I have due notice of the highway code and fines or penalties that can be imposed under it.
Where is the due notice of a £130 fine imposed by a local authority?

There's nothing in the HC about getting points and a fine for breaking speed limits either.

Box junctions and certain other moves such as prohibited turns are enforced in same way as parking; they've been transferred to civil enforcement. That means that rather than being prosecuted by the Police or Traffic Wardens they're enforced by the Council via it's on street Civil Enforcement Officers or by cameras. The authority to do, in England and Wales, so is an order of the Minster for Transport under provisions in the Traffic Management Act 2004 - Part 6 and Schedule 8 and made on the application of the Local Authority. Scotland has its own legislation.

I think enforcement in London was rolled out prior to the 2004 Act under earlier. I was peripherally involved regarding the appeal and adjudication set up of the London scheme and it seems a bit more than ten years ago!!

A motorist aggrieved by the issue of a ticket for a box junction infringement has a right to appeal to the Traffic Penalty Tribunal (Parking and Traffic Appeals Service in London).

Not all LA's have taken the power to enforce moving traffic offences and some that do may have yet to bring it into effect. To that extent it's a lottery whether you get a civil penalty from the Council or a fixed penalty/notice of intended prosecution from the Police. Either can be avoided by following the rules.

In fact, judging by the Traffic Penalty Tribunal's website no English LA outside London is currently enforcing box junctions, though some in Wales are.

(but you are never charged with an offence under the highway code, so I'm not sure what the point is)
