Vine does indeed make a meal out of this and in all of his videos. He wants clicks and a boring, non incident video doesn't get them.
However, the other guy totally lost it and was unreasonably aggressive/sweary/confrontational. They were both wrong and Vine should have just said, "oops sorry mate didn't see you" and left it at that but the other guy went off the deep end.

all I know in confrontations like that, its rarely the specific incident at hand that causes it, thats probably an accumulation of incidents on that guys ride, maybe accumulation over days worth, and Vine is just the unlucky recipient of his venting, largely because he is there and a target to shout at, whereas most incidents the other party has driven off and youre left stewing in your anger about it, which doesnt really dissipate.
doesnt condone it, makes the other guy look like a complete idiot, and I dread to think what the tabloid reaction to it would have been if he'd unleashed like that towards a driver on a school run, or pedestrian just mistakenly stepping out on the road, there have been cases where the police charged a cyclist who swore at a driver, the driver basically reported them in a tit-for-tat like setup as theyd been reported for close passing, and the police used the cyclists own submitted footage as evidence against them, so it doesnt pay to go full Roger Mellie sweary cyclist for sure.
