Budget light set

I cycle to work. It's a 25 minute ride through back roads in town.
Last night I got off work at 9pm realized that the cars can't see me at all.

I'm looking for budget solutions. I will be buying off amazon unless I can find a cheaper alternative.
I will at least need a front and back light set.
I'm looking for something that is cheap, efficient and convenient.
I don't really care about improving viability so much as increasing my visibility.
naturally must be weather proof and long battery life off of AAs or rechargeable
I don't want something with a battery pack.

Cateye El130/Tl130 Setis £23 but I would prefer something cheaper
SAVFY has some cheaper sets.

All the super markets (asda etc) do front/rear flashing lights. I've bought asda's Bell rear lights for a couple of my bikes. Need to have more than one rear light as you never know when the batteries will fade and having two is a good precaution. Also have a lookout for blue flashing lights. They really stand out and I have been stopped before by people wanting to know where I got it from.
