"Cable actuated hydraulic disc brake" - why?

As for the why.. When I asked at the not so lbs a years back I was told that one of the reasons is because hydraulic brifters are so complex/expensive. Things may have changed though.

Oh, I understand why not full hydro. What I don't understand is why partial hydro when that part doesn't include the actual connection between shifter and caliper

You get the benefit of automatic centering of the pads, and automatic adjustment as the pads wear, without needing a full hydraulic system, so useful for those with cable actuated discs who don't want to replace their shifters and all their cables.. Overall it's probably a touch lighter, better control and modulation than a full cable system, but not quite as good as a full hydraulic.
