This is quite amusing- Texas:

“Most people say they didn’t know the law,” Cunningham says. Others know the law, but say they didn’t realize they were passing so closely. Some argue that bicyclists shouldn’t be on the road at all, and a few break into tears.

“They think it’s unfair and ridiculous what we’re doing to them,” says Austin police officer James Williams, who is pedaling alongside Cunningham today.

I don't mind 3ft passes at 20mph but at 60mph that would be extremely dangerous .

Stupid law IMO.

For the most part, folks in Illinois follow the law, but I think they always tended to give you about three feet anyway. Space is not at a premium here. If I am riding in the countryside, and even see another car, it's often because they are lost, and asking directions to Bloomington, Normal, or Peoria. In town, folk are pretty understanding about bicycles, the phenomenon of bicycle commuting and errand running has been around a long time. Not so much a recent thing, as in other parts. A State University, a Community College, and a Private College all help to keep bicycle riding in the public consciousness.
