I thought Bottechia had two parallel lines for the upright in the "B" panto?
It does... somewhat like an equals sign shoved into a 3 and rotated 90 degrees.

This has been driving me nuts all day, trawling the memory banks for all the B framebuilders I can think of.

Even the linked frame (the Frejus?) is intriguing. On the rear dropouts it's difficult to tell from the pictures and under thick paint whether there are threads for adjusters in there, but it's the placement of the derailleur hanger that has me baffled. It's set right at the back of the dropout where usually on such a long dropout the hanger would be set towards the front. Velobase doesn't help there either... puzzling.

The seat and BB lugs are the same as a mid-50s Bianchi Freccia, which also has the seat binder bolt in front of the seat tube. The head tube lugs and fork crown aren't quite right for a 50s Bianchi though. Certainly with Bianchis it was around that time they swithed to the bolt being behind the tube. (A canny vintage bike dealer once told me that he'd put a few hundred quid on the price of any vintage Bianchi where the bolt was in front!)
