Can I get garage band onto an iPad 1?

You might have a few problems as the older 32 bit devices are no longer supported and iOS 11 won’t be available too. As you say there may well be a work around using a Mac

If you have a newer Apple device in the house, login to it using your Apple ID and download the current version of GarageBand (so it shows in your App Store purchases), then use your Apple ID to go to the App Store on the older device and tap 'Purchased' in the sidebar. It should show GarageBand, just tap to download it and it should get a version that is compatible with your older device (if one is still available).

There is a special version of ITunes (iTunes 12.6.3) which retains some of the features removed when they went to 12.7 e.g ringtones and apps. I haven’t any experience of it but it might be worth having a look.
